Foreign workers allowed to start new jobs during processing of new work permit applications
A new “Temporary public policy to exempt foreign nationals in Canada from certain requirements when changing employment” took effect on May 27, 2025. It allows foreign workers already in Canada with valid work permits, who are required to obtain a new work permit before commencing a new job, to begin working in a new job while their new work permit application is being processed.
To be eligible, foreign workers must:
- Be in Canada with valid temporary resident status.
- Have applied for a work permit renewal or a new work permit for a job.
- Intend to work for a new employer and/or in a new occupation as specified in the job offer.
- Have applied for this public policy exemption.
- Requested that the exemption be applicable until a decision is made on the work permit application.
If approved, the exemption allows foreign workers to work in the new job until a decision is made on their work permit application or until that work permit application is withdrawn.
